Reviews disagree that this book by Dale Pond and Walter Baumgartner provide "real" blueprints to building a working earthquake machine. Instead this book provides a "real" account of the day that Tesla SHOOK New York by surprise.

Tesla's experiment in creating artificial earthquakes nearly when so wrong as to cause mayhem. As it was, ambulances and police were dispatched to the area of his lab because of a small earthquake. Despite this fact, the small machine he was working on could be held in someone's hands.

Using information and plans about Tesla's oscillator and heat pump, the book does a reasonable job of explaining the earth quake generating machine, and a good engineer might take these plans and begin the process of developing their own one day.
